It was the deadliest suicide car bombing in Kabul since the American-led invasion of Afghanistan ousted the Taliban in 2001. It comes as Afghan and Western officials have noted with alarm both the weakness of the government of President Hamid Karzai and the growing strength of Pakistani militants in the tribal areas bordering Afghanistan.

Among : b3 _! ~( `; ^7 ~the victims of the attack, the first in seven years on an embassy in4 `/ x* Q9 f9 I$ y8 K Kabul, were at least four Indian citizens: the Indian defense attaché,+ z" k/ U$ C4 s9 F% ?5 R a political counselor and two other Indian officials. Six Afghan police & y( z' W. q$ Q. bofficers were also killed. Many of the rest appeared to be civilians.

The @+ M, n/ S [% L! O6 T fact that the Indian Embassy was attacked raised suspicions among6 |) P0 M8 ~ y9 Q9 s& q( @ Afghan officials that Pakistani operatives allied with the Taliban had 0 S% f# v5 Z, V) _used the bombing to pursue Pakistan’s long power struggle with India.

India said it would investigate what the Indian Foreign Ministry called “this cowardly terrorist attack.”

Afghan and Western officials have said a recent spate of sophisticated, deadly attacks shows the growing influence of Al Qaeda 5 Q: z6 L2 e; G4 r8 wand other foreign terrorists over Pakistani militants in the tribal3 W4 n) r( j, X; [) y5 M, W areas, and possibly alliances between them. Part of the insurgent+ Y: Z) h' i* }; C strategy has been to carry out suicide bomb attacks in the cities.

& o& `2 F2 P: P7 Q) S* F+ L Suicide bombers attacked the five-star Serena Hotel in Kabul in January ) l2 d1 F, k1 n6 t* u0 K ~$ {and mounted an elaborate assassination attempt on Mr. Karzai during a8 `4 |8 T. S7 |3 E) t2 a Z. o3 V. r military parade in April, an attack that Afghan intelligence linked5 [: M7 A0 T! }* ]: W+ i) ? directly to Pakistan’s premier intelligence agency, Inter-Services Intelligence.

Pakistani . e! N" R I: m" ]intelligence has long supported militant groups fighting in Kashmir and 6 f, k& N4 u; n. C8 pAfghanistan as a means to influence regions on its borders and, ' J/ \0 r: j2 F9 Oaccording to some Western diplomats and military officials, it 6 ~+ X, h# U3 n& q( N; nmaintains those links today, including with some elements of the, T6 U3 L# R6 O; `0 n) U Taliban. While Pakistani militants with links to the Taliban have1 u7 B7 r$ K2 n6 n2 P2 w3 K bolstered their strength in the border areas, the Taliban in" @; _7 |7 q# q) i' d Afghanistan have clashed with international troops in the worst summer 8 F- E3 H$ D' y! I8 ~fighting since the Taliban fell seven years ago. The Taliban have( n6 y- ^5 m: T+ ] resurfaced strongly in the southern and eastern parts of the country.

In * N b4 N2 l2 |a statement on Monday, Mr. Karzai said the “enemies of peace in : d& `- n `( d. t* GAfghanistan” wanted to hurt Kabul’s international relationships, $ t! s! p0 B# u/ {/ g* @9 J“particularly with India.”

“Such attacks will not hamper Afghanistan’s relations with other nations,” he said.

The / G: C) c3 _5 q* fIndian Embassy is on a leafy thoroughfare close to the Afghan Interior. K' h5 [% j1 n0 y6 D( u; x/ c: v Ministry, in what is supposed to be one of the best-guarded ( p* c+ X$ j7 S4 i/ N7 r0 yneighborhoods of the city, protected by police roadblocks. But the 0 {0 e% n& y0 H: M" }" [( @bomber managed to get through, and rammed a car laden with explosives " z* L1 W5 G% Ginto the embassy gates.

Witnesses said the bomber struck as two+ D2 {5 L, G& ~# x% j diplomatic vehicles were approaching the gates. Nearby, people were 1 K. e p8 N- ^' |; |6 U4 J1 ?standing in line for visas and shopping in a market. The explosion left: u* o3 R1 U6 S- H8 S7 p6 t+ H body parts and bloodstained clothing strewn in the rubble. Ambulance: r& @/ d$ C# v2 F( A8 P$ p sirens wailed as residents peered at the wreckage of a dozen vehicles.

Hajji 5 P0 w( @" s5 D' @Khial Muhammad, 45, one of those in line for an Indian visa, said he+ F) Z4 S3 Y/ Q# _ saw more than a dozen people who appeared to be dead. “I was shocked6 ]) \* \1 ~- `# U o and could not hear anything after the attack,” he said. “But I saw at3 h/ p( N1 b) ` least 10 men and three women in the queue who were probably killed.”

Muhammad 9 S# |( C7 L. Q" IAjmal, 26, a shopkeeper in the market, said the explosion had sent) L/ X2 v5 l3 r0 ]/ B' _! o goods from his shelves spilling out. “I could barely stand up,” he 7 B+ n; r1 u& r+ F& X# o! |said.

A spokesman for the Taliban, Zabiullah Mujahed, denied 8 M$ J5 H3 q3 G1 bresponsibility. “The suicide bomb attack was not carried out by7 G' a+ O2 r4 E5 w, B3 K8 } Taliban,” he said by telephone. “We strongly reject that accusation. We$ ?- B' P u# M+ W don’t know who carried it out.”

The Taliban frequently disavow knowledge of attacks that cause heavy civilian casualties.

Pakistani3 h- ]+ Q, J( x1 ?$ G! R4 d intelligence, which regards Afghanistan as its backyard, fiercely " r& [% Z Y2 {( i- l: V' Sresents India’s growing influence here, Afghan officials said. The ; z' X0 o2 q2 _6 c/ C! z0 DAfghan Interior Ministry said it believed that the attack was carried 8 w6 x ^0 q1 `, z6 Vout in collaboration with “an active intelligence service in the' P3 ]! `( n3 S' D region.”

The ministry did not elaborate on the identity of that 9 Y$ Y' S4 I- S) {$ ^2 xservice. But relations between Afghanistan and Pakistan have become so t8 y+ a+ E3 G* Z# [ strained after a series of attacks that Mr. Karzai has threatened to * Y* {2 j% f9 k, ~$ @send troops across the border to attack militants operating from bases% Y( E! Q; A: S in Pakistan.

India, meanwhile, is a close ally of Afghanistan. It $ L( Q0 r0 ^& \& R. x/ |is spending $750 million on building roads and power lines here in what8 b, T2 t( X2 m1 G: U+ e( B1 }; Q has become India’s biggest bilateral aid program ever. It has opened: z% k7 |/ X% f3 m, j% p consulates in several parts of the country and promoted initiatives to ; Y* S T/ O& t: H1 Q+ C1 k) W# Foffer scholarships for Afghan students, while Afghan television has ( f/ e W$ v6 o4 O0 G: }, n) Dshown Indian soap operas.

But there have been some challenges! r s+ A& n! y to India’s influence. Several Indian workers have been killed in recent 9 Q3 q) ^, C2 _1 e7 N9 f; o* |months, and Indian television shows have been restricted because of( [0 q8 |8 q1 t religious objections. Senior Indian Foreign Ministry officials have 4 S0 n% i, s- C% j- [( ?. _2 Esaid for months that they were worried about the safety of Indian _7 _ A0 O4 g1 C2 ? personnel in Afghanistan.
